Meagan is a member of IPENZ and Chartered Professional Engineer with over 20 years of experience in roading, transport and infrastructure engineering. She is a Director of RoadLab.
Meagan has had key project management, civil design and design management roles on large and small transportation projects, and experience includes D&C, ECI and alliance contracts such as Northern Gateway Toll Road, Tauranga Harbour Link, Lincoln Road Interchange Improvements, and KiwiRail OO7 Bridge replacements. Meagan’s common-sense approach and knowledge of the constructibility and practicality of design details is invaluable in the design process.
Meagan is an ideas person – she is able to look outside the box and see the bigger or brighter picture. She was the mastermind behind RoadLab but has plenty more marvellous ideas where that came from.

Peter Lipscombe
Structural Engineer, Project Manager
PhD, BE (Hons.), NZCE, CPEng, FIPENZ
Peter is a structural engineer with over 30 years of experience in civil design, particularly heavy civil structures with an emphasis on transportation projects. He is a Director of RoadLab.
Peter is a Fellow of IPENZ and Chartered Professional Engineer and is a recognised expert on bridge design in New Zealand. His experience includes a wide range of bridge types, and he has led bridge design teams on major projects such as Northern Gateway Toll Road, Newmarket Viaduct Replacement, duplication of the Tauranga Harbour Bridge and the Arras Tunnel in Wellington.
Not only a Doctor because he has a PhD in Structural Engineering from Cambridge – but also because if there’s something wrong he can fix it. In fact, Peter will perfect, repair, or fine-tune all things structural even before there is a problem to fix.

Noel Tunnicliffe
Geometric Designer
NZCE
Noel is arguably one of New Zealand’s most skilled and experienced MX designers. He is a Director of RoadLab.
Noel enjoys the challenge of unlocking potential opportunities through innovative design, which results in efficient, value for money solutions providing the best outcome.
Noel has been the lead geometrics designer on major projects such as Transmission Gully, Tauranga Eastern Link, and Northern Gateway Toll Road. Noel is instrumental in bringing all design and construction aspects together to make a well thought out and appropriately detailed project.
Noel is pretty much a guru for all things roading - if there’s anything about geometrics, alignments and road standards that Noel doesn’t know, then you don’t need to know it.

Jay Riechelmann
Structural Design / Draughtsperson
Jay is a very experienced Structural Draughtsperson with over 18 years experience who can turn Peter’s “back of the envelope” designs into detailed design drawings.
If you have ever wondered why Peter’s bridges are so easy to construct, it’s very likely because Jay worked his magic on the detailing and drew them up, spot on! Jay has worked on many major projects such as Transmission Gully, Cambridge Bypass, Tauranga Eastern Link, Tauranga Harbour Link, Lincoln Road Interchange Improvements, and Northern Gateway Toll Road.
Jay is a details man who thinks everything through judiciously and likes everything to be perfect, his massive home renovation (aka grand design) is testament to that.

Sam Lichtwark
Structural Engineer

Sam has over ten years of experience designing bridges and civil structures on major transportation projects including Lincoln Road Interchange Improvements, Waikato Expressway: Tamahere to Cambridge, KiwiRail OO7 Bridge replacements, and Transmission Gully.
Sam's design experience includes everything from foundations to superstructures, from concept to detailed design, for road, rail or pedestrian passage - with the odd retaining wall thrown in for good measure.
Sam is one of those remarkable talents that comes along every now and then who has expertise, intelligence and knowledge beyond his years. While we won’t claim Sam is endowed with transcendent mental superiority he is pretty darn switched on.

Tracy Joseph
Structural Engineer

Tracy is a structural engineer with over 20 years’ experience. She has worked on a wide range of civil engineering projects, predominantly in bridges, both in the road and rail environment. Her breadth of experience across a variety of projects has provided her with an excellent understanding of what it takes to get the job done and get it done well. She is a member of IPENZ and a Chartered Professional Engineer.
Tracy has specific capabilities in the areas of bridge design, design management and project delivery. She may appear modest but don’t be fooled, she has had pivotal roles in many well-known projects such as Transmission Gully, Tauranga Harbour Link, Northern Gateway Toll Road, Maioro Interchange and KiwiRail 007 Bridge Replacements. Her attention to detail and ‘can do’ attitude ensures high quality projects are designed and delivered, no matter the challenges.

Bill Van
Structural Engineer
BE (Hons.)/BCom, GIPENZ
Bill has eight years of experience in structural engineering and bridge design. Although still in the early years of his career, he has already been entrusted with the design of a handful of bridges within challenging sites, such as Transmission Gully in Wellington.
While the majority of Bill’s experience has been bridge design, he has also been involved with water utility structures and drainage structures. He has the ability to thrive when placed outside his comfort zone and is able to work collaboratively with large project teams. He has an incredible capacity to learn from the people around him and brings an abundance of enthusiasm.
A man of action, Bill can churn through calc pad like nobody before him.

James Mortimer
Structural Engineer

James has four years structural engineering and bridge design experience at RoadLab. He has proven himself a fast learner and has quickly adopted the signature RoadLab ‘can-do’ attitude and commitment to excellence. James has experience at the coal face, having worked as a labourer and machine operator on civil sites as a lad. This gives him an appreciation of the practical aspects of construction that is invaluable in the pursuit of constructable designs and solutions to real-world problems.
James is a born and bred Northlander and a keen outdoorsman. In his weekends you’ll probably find him playing hockey or foraging for kaimoana off the Tutukaka coast.
